Ministers
Ministers act as governors for your Systems. Good and skillful ministers increases productivity of your Systems and also participate in battles increasing the strength of your all ships found within that system. This also applies to your ships sent for offensive attacks which originate from the system where the Minister is currently located at.
Ministers take up a lot of resources and your time to improve on their skills. Generally new ministers are usually less skillful compared to experienced ones. An empire can send their ministers for training to improve on their experience, and with better experience ministers can improve or learn new skills.

Bad Traits
New ministers generally will arive with a few bad traits. This ranges from mere annoyance to traits that effects battles or reduces the income of your system. It is wise to keep this ministers in your HQ (head quarters) and do not station them in your Systems until they are skillful enough. Bad trails can be removed when your ministers have sufficient skill points.
Improving your Ministers
You can train your minister by investing Credits and Time (turns). Once your minister gains sufficient experience you can increase the level of your minister. This will be shown as `Xp required to level up`. The minister will gain 1 skill point from each time your minister levels up. You can allocate skills points to remove bad or good trails, to improve on a certain skills or to learn new skills.
Update: Now players can invest maximum of $5 trillion for training ministers.

Restrictions
- Maximum level for War Traits are level 10.
- Maximum level for Economy & Support Traits are level 999.
- Bad Traits cannot be upgraded
